Bio diesel conclave organised by Ministry of Petroleum & Panchayati Raj on  5th November, 2005. The objective of Bio-diesel conclave was to bring together all the stake holders involved in complete value change of bio diesel i.e. the farmers & Panchayats engaged in plantation & oil extraction, entrepreneurs associated with oil extraction and bio diesel production and the oil companies. The issues and suggestions discussed during the conference are as follows:
Technical Feasibility:

Existing storage facilities and infrastructure and Petro-diesel can be used with minor alternation. Good potential for employment generation; Superior to Petro diesel from environment and emission point of view; It can be grown all over India under variety of Agro-climatic conditions Can be grown in arid zones (20 cm rainfall) as well as in higher rainfall zones and even on land with thin soil cover; Target Area: Low rainfall, on low fertility, marginal, degraded, fallow, waste and other lands such as along the canals, roads, railway tracks, farm bunds. GoI is targeting those areas which are uncultivable and wastelands receiving extremely low rainfall; Jatropha only needs only a bucket of water at the time of plantation or plantation may be carried out during rainy season. There after it has high water use efficiency and can with stand extreme drought; Being rich in nitrogen the seed cake can act as good source of plant nutrients; Since the Jatropha plant has an average life of 40 years considerable emphasis requires to be given on high quality seeds/planting material. A plant giving yield of 2 kg seed per annum and seed produce with oil content upto 30% can be considered good for plantation; Although, Jatropha plants are not susceptible to pest attack however, it has been observed that under irrigated conditions there have been pest attack, therefore, further research is required in this area; It has been observed that root development in case of plantation through seeds is better than plantation through cutting; Pruning is essential during first 3 years of plantation to get better yield.

Bio Diesel in India:
GDP of the country is expected to grow by 8% by the end of 10th five year plan and the energy demand is expected to growth by 5%. More than 70% of India's total petroleum conservation is imported from International Market. Therefore, development of Bio diesel as an alternative and renewal source of energy is important for nation's self reliance. Jatropha & Karanj have been identified as most suitable tree borne oil seeds for production of Bio diesel.

Bio Diesel Purchase Policy:
Ministry of Petroleum & Natural Gas has laid down Bio-diesel Purchase Policy which will come into affect from 1st January, 2006. The policy prescribed that the OMCs will purchase bio-diesel of standard quality (B 100) through its notify purchase centers which are 20 in no. at present. In Madhya Pradesh the center notified for purchase of bio-diesel is Mangliagaon in Indore (IOC)

Gram Panchayat:  

Identification of land for plantation of Jatropha - Wasteland, Govt. land and Private land; Creating awareness; Selection of Beneficiary for promotion of Jatropha through Gram Sabha; Promotion of decentralised nursery preferably by SHGs; Making arrangement for cultivation on Govt. or Panchayat owned lands, either on its own or on lease to farmers & SHGs; Maintenance of Plantation; Collection of Oil seeds, Running & Management of collection center and crushing center including those through Public Private Partnership; Facilitating setting up of collection and crushing center by Private sector or through P4 Model; Signing collaborative agreements with purchasers of seeds; Signing agreements for receiving funds for Programme Operation.

Janpad Panchayat:  

Creating awareness through mass awareness programme; Facilitating and if necessary participating in the setting up of trans-esterification plant; Training of Panchayat Members on Significance of Programme an Operational Details; Coordination and setting up mechanism for more integrated use of bio mass produced through Jatropha other than bio-diesel for e.g. decentralised energy generation.

District Panchayat:  

Creating awareness through mass awareness programme; Identification of Panchayats and cluster of Panchayats for the implementation of programme; Providing support through district level forest and agriculture department officers; Coordination with research agencies either directly or through state for providing reliable seed material for taking up plantation; Dissemination of information to Janpad and Gram Panchayat; Coordination & liaisoning with PCRA, NOVOD, NDDB etc.; Coordination and setting up mechanism for integrated use of bio mass produced through Jatropha.
